Vital Records Management System

County is soliciting proposals from qualified Proposers for Vital Records Management System (VRMS) , including the associated professional services for the installation, configuration and implementation of the selected solution. Qualified Proposers should present proposals that will assist County in selecting contractor(s) that will best meet the needs of the Scope of Work described in Section III. Model Contract, Attachment A (Scope of Work) of this RFP. County will consider a Hosted Solution, which may also be referred to as Software as a Service (SaaS), hosted by either the Proposer or a Cloud Service Provider (CSP), OR a County On-Premise Solution. The proposed solution must utilize a proven base system/platform, and meet the technical, business, security, and functional requirements as defined in this RFP. The proposed solution must conform to federal, state, local, laws and regulations and the Americans with Disabilities Act (ADA). The solution should enable County to collect, process, share, display, track, report, and otherwise manage electronic records in different formats and associated documents. The proposer is expected to provide implementation services including business workflow definition, integration, configuration of the system, user acceptance testing, training, and post-release support and maintenance. Data conversion and migration from an existing legacy will also be required. County expects turnkey, configurable solutions with all software, implementation services, training, ongoing maintenance and support provided by the awarded Contractor. Solutions may be submitted by a primary proposer supported by or partnered with subcontractors. Solutions shall not obligate County to manage additional contracts with 3rd party vendors. Therefore, if the solution includes the use of 3rd party software to support the application, County expects the awarded Contractor to deliver its final solution including all supporting software, licensing, and interface development and provide ongoing support and maintenance for such products.
