(1) Vendor needs to provide cloud based financial management, budgeting, accounting, payroll software conversion and consulting services. – Consolidate agency disparate finance and human resources systems in a single, coherent, cloud–based solution that eliminates redundancies, automates workflow and equips staff with information to make better informed decisions.  – Implement the following functions and modules: general ledger, accounts payable, accounts receivable, bank reconciliation, payroll, budgeting, purchasing, recruitment and hiring, employee records management, position maintenance and benefits administration.  • Requirement:– The system is entirely cloud based.– Provide an automated audit train of system transactions– Ability to allow authorized users to define record retention periods, specific to individual record categories– Ability to archive data prior to purging– The system has the ability to support the purging of records and attachments according to agency–defined schedules– System will mask sensitive information in self–service modules (customer PIN numbers, etc.).– All data is encrypted when accessed via internet and intranet.– System supports active directory single sign–on.– Supports multiple sessions within a given login ID.– Security can be set by module.– The vendor must pass agency security accreditation processes or other required security compliance checks prior to go–live.– Ability to scan document attachments for viruses before they are saved to the system and any servers.– The system supports continuous monitoring and scanning for security vulnerabilities.– The system supports capabilities such as CAPTCHA to prevent robot access to publicly accessible portions of the application (i.e. public–facing web portals).– Software uses workflow to electronically route documents (and route/store approvals) across all suites, modules, and applications(2) All the questions must be submitted no later than July 17, 2026.
