Consulting Services for Correctional Policy

The purpose of this solicitation is to track performance indicators to ensure the effective application of policy and implementation of program strategies to minimize the use of force, adequately review uses of force and other incident reports, ensure appropriate force is being used when necessary, and ensure adequate conditions of confinement are being met. Feedback is also sought from this solicitation to ensure the development of a comprehensive program, strategy, and policies that will enhance the Division’s abilities to address inmate behavior and the use of force in a way that ensures the safety of all officers and inmates in our care. The consultant services are to include independently observing, assessing, reviewing, and reporting on the Division’s written policies, practice, and workplace culture. The pricing proposal shall include a lump sum fee for all costs associated with the consulting services and shall be inclusive to any additional auditors, travel, site revisits for correction action follow-up and any incidentals.
