Description

The Washington County Sheriff’s Office (WCSO) serves the second most populated county in Oregon. It provides county-wide policing services with a workforce of 600 full-time staff. WCSO is the primary law enforcement service provider in unincorporated Washington County. WCSO also provides countywide services that benefit all residents such as emergency response teams, forensics and crime scene experts, detectives, alarm permits, civil process, concealed handgun licenses, and many others. WCSO also operates the only jail in the county. The WCSO is comprised of four primary organizational divisions; Patrol, Investigations, Jail, Professional Standards, and Services. The Washington County Sheriff’s Office is seeking proposals for scheduling software for use in management of daily schedules and rosters. Law Enforcement, Corrections employees and Sheriff's Office support staff work 24/7. Schedules are critical to ensuring the right personnel are on shift at the right time. Schedulers must follow complex scheduling rules to account for shift bids, leave/vacation priorities, shift minimums, and many other factors that are taken into account in building optimized schedules. Washington County Sheriff's Office is responsible for scheduling more than 600 full time employees across multiple Divisions and physical locations. Approximately 75% are on shift schedules, the remainder are static schedules with a standard 8 hour work days. The Sheriff's Office must schedule employees in such a way that operational needs are met, and that all state and federal laws, County and Sheriff's Office policies, and Union contract agreements are adhered to. The Washington County Juvenile Department serves the second most populated county in Oregon and are recognized as national leaders in Juvenile Justice. They routinely consult and make use of evidence-based practices in their programs and policy development. Their commitment to data-informed decision-making has led to making smart investments of taxpayer dollars in supervision, sanctions and services for the county’s highest risk and highest need offenders. They make long-term investments in their employee’s through the provision of education and training. They believe that in order to enhance public safety, they must work collaboratively with the judiciary, law enforcement, schools, treatment agencies and the community. The Juvenile Department operates two 24-7 operations, Harkins House, the residential shelter, and Custody Services/Electronic Monitoring. There are currently 26 regular full-time and 32 variable hour staff who support those functions. We want a scheduling solution over the next 5 years that would have capacity for up to 100 staff. Schedules are critical to ensuring that the right personnel are on shift at the right time. Schedulers must follow complex scheduling rules to account for shift bids, leave/vacation priorities, shift minimums/maximums, county personnel rules and many other factors that should be taken in account to build optimized schedules. Currently, the Juvenile Department is a non-unionized operation, however, that could change at any time.
