First 5 Sacramento Oral Health Systems Improvement RFP

The Commission is interested in supporting three systems-level strategies that will have a positive impact on reducing dental disease in children ages 0-5. Applicants may choose to implement one, two or all three strategies over the course of one, two or three years. Expand oral health trainings to primary care providers to support medical-dental connection for young children. Efforts should focus on integrating basic preventive oral health care (caries risk assessment, oral health screening, referral to dental care, fluoride varnish application and oral health anticipatory guidance) in the primary care setting. Focusing on upstream prevention strategies targeting pregnant and perinatal people and caregivers of young children to prevent onset of dental disease and create protective behavior patterns early in life. Develop and implement training for dental providers in alternative approaches to treating young children with the goal of reducing traumatic experiences for children, parents and dental providers, as well as reducing the number of referrals for sedation. Increase the quantity and quality of Kindergarten Oral Health Assessment (KOHA) data being collected and reported. Primary Population: The primary population to be served through this RFP will differ, depending on which of the above strategies are selected for implementation. First 5 anticipates services will primarily be directed to Medi-Cal providers (pediatricians, primary care, prenatal providers) for Strategy A, Denti-Cal providers serving children birth through 5 years of age for Strategy B, and school district oral health screeners and school staff for Strategy C. Parameters: There is flexibility on the number of strategies to be provided and the timing in which to implement them within this RFP. An applicant may request funding for one or multiple strategies highlighted above. An applicant may complete all three strategies but focus only on one strategy per year. Or, conversely, an applicant my complete all three strategies over all three years. Please explain the rational for the strategies you select and describe in the scope of work which ones will be conducted in each year of the strategic plan period. Amount of Funding Available: A maximum of $260,000 is available cumulatively over the three-year period.
