A comparative analysis of animal care services provided in other South Orange County cities, with attention to cost, performance metrics, and best practices. The consultant will be expected to provide: A comprehensive written report detailing findings, comparisons, and recommendations. A formal presentation of the report to City staff and/or City Council.
