Description
INTRODUCTION The purpose of this solicitation is to establish a contract for nonexclusive, "services-on-demand," retainer-type professional Green Stormwater Infrastructure (GSI) Design/Landscape Architectural services for miscellaneous landscape projects. Projects will be at various City-owned locations and will be on an as needed basis. The selected Consultants will be paid in accordance with pre-negotiated billing rates and a total not-to-exceed fee per project. Total Consultant Fees shall not exceed $150,000 per project unless a waiver is requested of and approved by the Director of Procurement prior to services being rendered. DESIGN CHARACTERISTICS GSI features are required to collect stormwater runoff from hardscape (roads, roofs, sidewalks etc.) for the benefit of native vegetation, to capture, clean, and infiltrate stormwater; shade and cool surfaces and buildings; reduce flooding, create wildlife habitat; and provide other services that improve environmental quality and communities’ quality of life. Design consultant must have a strong understanding of current best principles and practices for planning, design, and construction of GSI Sonoran desert native/low-water plant palettes Storm to Shade landscapes shall be designed to survive off rainfall only after a 2 year period of landscape establishment irrigation. Energy and Water Efficiency: The projects under this contract shall be designed for maximum efficiency in the conservation of energy and water. Accessibility: The facilities under this contract shall comply with provisions of the Americans with Disabilities Act (ADA). Projects under this contract shall be designed and constructed in accordance with Department of Justice 2010 Standards for Accessible Design with 2004 ADA Accessibility Guidelines (ADAAG). 201 O Standards for Title II entities, State and Local Governments, shall apply. Durability and Maintainability: The projects under this contract shall be designed for maximum durability, operation Efficiency and minimized operating cost. In addition, the design shall include space large enough to accommodate any required mechanical equipment with ample room for performance of maintenance and service functions and in compliance with all codes. Limited Resources: Each project has limited resources, for both funding and time, for achieving its intended purpose. Consequently, the City looks to the Consultant to maximize these limited resources to provide the greatest benefit in meeting a project's goals. SUPPORT SERVICES PROVIDED BY CITY To assist the Consultant in performing the services under this Contract, the City shall provide relevant data in the City's possession and shall direct appropriate City staff to render all reasonable aid as it relates to the services the Consultant is retained to provide. The provision of such information or assistance shall in no way relieve the Consultant from the obligations to screen information for accuracy and that may be incorporated into the Consultant's work. Project Manager: The City will assign a Project Manager to be the City's representative on matters concerning the project. The City Project Manager shall be responsible for the day-to-day administration and coordination of all matters pertaining to the project(s) and the Consultant's fulfillment of the terms and conditions of this Contract. Compensation: The City shall compensate the Consultant in accordance with the terms and payment schedules described in the contract. Project Information: At the Consultant's request, the City will provide information in its possession and pertinent to the project. Due to age, such information may lack accuracy. Consequently, this information will require the Consultant's verification to ensure accuracy. When appropriate, the City will provide staff knowledgeable about existing site conditions and related park systems to assist the Consultant in confirming the reliability of the information during the Consultant's project orientation and data collection phase. Accessibility: The City shall provide reasonable access to the Consultant and make all provisions for the Consultant's entry onto public and private properly as required in performing the retained services. Reviews: The City will review, provide comments and direction, and when acceptable, approve project proposals, studies, reports, programs, sketches, drawing, construction documents and other project related documents submitted by the Consultant. The City will diligently work to keep review periods within a mutually agreed upon time period and not delay the Consultant in the performance of the retained services. Cost of Support Services: The City shall bear all costs incidental to the City's compliance with the requirements of this Article.
