ROAD DEVELOPMENT AGENCY REQUEST FOR EXPRESSIONS OF INTEREST (REOI) PROJECT NAME: TRANSPORT CORRIDORS FOR ECONOMIC RESILIENCE (TRACER) PROJECT ID: P180801 IDA GRANT NO: E2930 ZM REFERENCE NO.: ZM-RDA-554040-CS-QCBS NAME OF THE ASSIGNMENT: “ROAD SAFETY AUDIT (RSA) OF THE REHABILITATION OF 238 KILOMETERS OF THE SERENJE TO MPIKA ROAD (GREAT NORTH ROAD – T002)” This Request for Expression of Interest (EOI) follows the General Procurement Notice (GPN) for this Project that appeared in United Nations Development Business (UNDB) Issue No. WB-P2126650-07/24 posted on July 15, 2024. The Government of the Republic of Zambia (GRZ) has received financing from the World Bank towards the cost of the Transport Corridor for Economic Resilience (TRACER) Project and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include Road Safety Audit (RSA) of the Rehabilitation of 238 Kilometers of the Serenje to Mpika Road (Great North Road – T002). The assignment is expected to be undertaken within a period of thirty-six (36) calendar months. The Road Development Agency (RDA) on behalf of GRZ, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information with supporting documents demonstrating that they have the required qualifications and relevant experience to perform the Services. Based on historical experience, the shortlisting criteria are: (i) experience in similar assignments - successful execution of similar contracts (by size and complexity) in the last ten years - information to be provided should include name of assignment, name and full contact address of the client, contract value (in equivalent US dollars) and period (dates) of execution of assignment(s); (ii) experience in similar conditions; and (iii) technical and managerial capability of the firm (Provide only the structure of the organization, general qualifications and number of key staff. Do not provide CVs of the key staff. Key staff or experts who you consider necessary to undertake the proposed assignment will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” 4th Edition dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on “conflict of interest”. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Therefore, each member of the JV shall independently meet the requirements of the evaluation criteria. A Consultant will be selected in accordance with the procedures set out in the Quality and Cost Based Selection Method (QCBS) set out in the World Bank Procurement Regulations: World Bank Procurement Regulations for IPF Borrowers for Procurement In Investment Project Financing for Goods, Works, Non-Consulting and Consulting Services, Fourth Edition, dated November 2020, and is open to all eligible bidders as defined in the Regulations and additional provisions of the World Bank’s ‘Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants’, dated October 15, 2006, revised in January 2011 and July 1, 2016. Further information can be obtained at the address below during office hours from 08:00 to 12:30 and from 14:00 to 16:00 hours local time Zambia, Mondays to Fridays inclusive, except for weekends and Public Holidays. Expressions of Interest must be delivered in a written form to the address below (in person or by hard copy mail, or electronically by e-mail) by August 7, 2026. The firms which will submit their EOIs via e-mail must get written confirmation of the receipt of their submissions from the Road Development Agency (RDA) prior to dealine for submission of EOI.
