Sewer Use Rate Study

The objective of this Request for Proposal (RFP) is to receive proposals from qualified firms to provide the City of Pasadena ("City") with a comprehensive rate study to evaluate and provide recommendations regarding the City's fee methodology and rate structure for the Sewer Use Fee. The intent of the study is to evaluate and consider if the current rate methodology, which is tied to water consumption, is the best methodology to use to adequately fund its operations, capital costs and reserves. The study will be based on a comprehensive review of the City's sewer operation, maintenance, reserve funds and budgets, and any other information deemed necessary. The study shall be done in accordance with the California Constitution Article XIII D, Section 6, commonly known as Proposition 218, and all other legal requirements.
