(1) Vendor needs to provide emergency financial assistance program services that includes working families, seniors, individuals with disabilities, and low–to–moderate income residents to the government authority located in New Carrollton, MD.– This program is intended to serve as a critical safety net for residents who face immediate financial crises and require both direct monetary assistance and navigation support to access broader community resources.• Establish and maintain all program operations.• Design and implement application and intake procedures.• Develop and maintain written policies and procedures.• Maintain a secure electronic case management system.• Maintain financial management systems capable of tracking all expenditures.• Provide supervision and oversight of all program staff.• Maintain records necessary to demonstrate compliance with contractual requirements.• Participate in meetings with City representatives as requested.• Ensure compliance with all applicable federal, state, and local laws.– Social Work Assessment and Case Management• Needs assessments;• Crisis intervention;• Resource navigation;• Benefits screening;• Referral services;• Housing stabilization support;• Follow–up services when appropriate(2) All question must be submitted no later than July 6, 2026.
