(1) Vendor needs to provide government affairs lobbyist consultant services to the government authority located in Spokane, WA. – Provide strategic legislative and governmental affairs services to advance agency’s interests at the state level.  – Services include monitoring legislation, representing the agency, advising agency leadership, coordinating advocacy efforts, and supporting agency priorities in policy development and state budget process. • Legislative monitoring, analysis, and risk evaluation:– Monitor proposed legislation, regulatory rulemaking, budget proposals, committee activities, and other state–level development that may impact agency.– Provide timely analysis, alerts, and summaries to designated agency staff.– Track proposals that would require agency to create new programs or expand existing ones, and ensure such legislation includes appropriate funding.• Advocacy, representation, and legislative strategy:– Advocate for agency’s policy positions, projects, and funding needs before legislators, legislative committees, state agencies, and relevant stakeholders.– Prepare and deliver testimony, briefing materials, legislative summaries, and talking points as needed.– Arrange and facilitate meetings between agency officials and state policymakers.• Development of legislative priorities:– Assist agency leadership in developing annual state legislative priorities and issue briefs.– Provide recommendations on opportunities, risks, and emerging issues at the state level.– Support internal planning workshops or strategy sessions as requested.• Communication and coordination;– Maintain regular communication with designated agency representatives, providing updates on advocacy activities, legislative development, and strategic recommendations.– Attend meetings (virtual or in–person) as requested by the agency.• Reporting requirements:– Weekly written reports during the legislative session outlining bill activity, meetings held, advocacy efforts, and recommended next steps.– Written updates as needed and/or requested during interim periods.(2) All the questions must be submitted no later than July 20, 2026. (3) The contract period will be for three years.
