The consulting services (“the Services”) include the Provision of the ASEAN Power Grid (APG) Feasibility Study Phase-2 of Cambodia – Lao PDR Cross-border Interconnection. The assignment is expected to run for over a period of eighteen (18) months commencing from tentatively 1 November 2026 and ending on 2 May 2028. Actual commencement date will be communicated with the consulting firm that is successfully selected from the procurement process. The ASEAN Centre for Energy now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Interested Consultants must submit detailed documentary evidence indicating credentials to perform the services including company profiles, core business description, description of similar assignments and experience in similar conditions, qualifications relevant to this field, brochure (if available) and other relevant information. Consultants will be shortlisted based on, including but not limited to the following criteria: Mandatory requirements: Experience in undertaking strategic planning, technical studies, or advisory services related to electricity transmission systems, regional power markets, or cross-border power interconnections for governments, utilities, regional organizations, or international development partners. Successful completion, within the last ten (10) years, of assignments similar in nature, scope, organizational capability and complexity, including one or more of the following: Feasibility studies for cross-border electricity interconnections; Transmission planning and power system expansion studies; Studies related to regional power system integration and cross-border electricity trade. Environmental Social Impact Assessment study for transmission line Desirable requirements: Experience working in ASEAN Member States or on regional power integration initiatives with understanding of institutional, regulatory and operational contexts of ASEAN power sector. Key Experts will not be evaluated at the shortlisting stage. Hence, CVs are not required at this stage. The Terms of Reference are subjected to final revision in subsequent stage of the procurement process, which will be informed in due time to successfully shortlisted Consultants. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in sixth edition dated February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Firms may associate with others to strengthen their qualifications, clearly indicating whether the association is a Joint Venture (JV) and/or Sub-Consultancy. If the association is a JV, the EOI must include a Letter of Intent to form the JV and identify the Lead Firm. For shortlisting, the qualifications of all JV members will be assessed jointly, while the qualifications of any Sub-Consultant will not be considered. The Consulting firm will be selected in accordance with the Quality Based Selection method.
