QUALITY-2852 - USA (Palmdale, California) - Dot Drug, Alcohol Testing and Consortium Services - Deadline July 21,2026

(1) Vendor needs to provide dot drug, alcohol testing and consortium services to the government authority located in Palmdale, CA. – Conduct a fully compliant drug and alcohol testing program. – Services include full Consortium/Third–Party Administrator (C/TPA) oversight, including preemployment, reasonable suspicion, random, return–to–duty, post–accident, and follow–up testing.– Administration and management of both standalone and consortium–based random testing pools, as directed by the agency.– Performance of scientifically valid random selections utilizing a computerized, statistically sound methodology.– Generation and distribution of random selection notifications and testing rosters on a quarterly basis, or more frequently if required by regulation.– Monitoring and adjusting annual testing rates to ensure compliance with current DOT–mandated random testing percentages. – Preparation and submission of Management Information System (MIS) reports and other regulatory reports required by federal agencies.– Maintenance of complete, accurate, and secure testing records in accordance with federal retention requirements and industry best practices.  • Medical Review Officer (MRO) services:– Review, interpretation, and verification of all laboratory–confirmed drug test results.– Direct communication with donors regarding non–negative, adulterated, substituted, invalid, or otherwise reportable test results.– Conducting confidential donor interviews and evaluating legitimate medical explanations for laboratory findings.• Reporting and online program management – provide a secure web–based platform that allows authorized agency personnel to:– Access test results, compliance reports, and program documentation.– Monitor random testing selections and completion status.– Generate standard and ad hoc management reports.– Access historical testing records and audit documentation.– Download MIS reports and other compliance–related reports.(2) All the questions must be submitted no later than July 9, 2026. (3) The contract period will be for three years.
