Specialty Behavioral Health Programs

The purpose of this Request for Proposals (RFP) is to define the County's minimum requirements, solicit proposals, and gain adequate information by which the County may evaluate the services offered by Proposers that fall within the scope of service as further described in section (3) of this RFP. The County of Solano, Health and Social Services Department – Behavioral Health Division hereinafter referred to as the “County,” intends to maintain and/or secure a new contract with one or more qualified proposer/s to administer and provide timely and adequate Specialty Behavioral Health (BH) Programs in Solano County, both at the highest level of outpatient service intensity, Full-Service Partnerships (FSP) and moderate level outpatient service intensity, Outpatient/Case Management. Within this category of service delivery, services are being sought for the following service populations broken down by age and then subsequent specialty sub-populations: Children, Youth and Transition Age Youth (Ages 0-25) including individuals experiencing the following: Involvement with Child Welfare Services Involvement with Juvenile Justice System Commercially Sexually Exploited Children/Youth (CSEC) Homelessness Co-Occurring Substance Use Eating Disorders Co-Occurring complex Medical or Neurological Conditions Adults/Older Adults (Ages 18 and up) including individuals experiencing the following: Justice System Involvement Homelessness Co-Occurring Substance Use Co-Occurring complex Medical or Neurological Conditions Eating Disorders Nursing home or out-of-home care related concerns This RFP is intended to solicit new proposals for outpatient treatment programs and/or Full Service Partnerships for children and adults. Also, all current Solano County Full Service Partnership contractors serving both children and adults must submit proposals under this RFP for future contract consideration. Current Solano County Full-Service Partnership Programs contracts will terminate effective June 30, 2024 (or have novation clause options for transition) to be replaced if a contract is awarded under this Request for Proposal. Failure to reapply will result in the discontinuation of services with our organization. Any existing contractors not selected to continue as a result of this RFP must develop a contract and services transition plan.
