Parking Guidance System

The City of Lakeland, Florida (City) is requesting sealed Proposals for a Parking Guidance System (PGS) for City-owned facilities. The City intends to award a single contract for this project. The selected Firm shall provide and install a parking guidance system (PGS) in the Main Street Garage and Heritage Garage. The Main Street Garage will include the covered and rooftop parking. The Heritage Garage will include the first two levels of the garage. It is anticipated that the vehicle detection system will use video or another non-intrusive device. Pavement loops are not acceptable. The selected Firm will design, procure materials, construct, and integrate the system for the Main Street Garage and the Heritage Garage. For the Main Street Garage, the City is interested in a simple in/out counting system that will determine the number of available spaces in the garage and display it at the two (2) garage entrances. The system should be upgradeable to indicate spaces available on each level and to delineate visually if individual spaces are available or occupied. The DMS will be full-color full-matrix LED signs. For the Heritage Garage, it is anticipated that a per-space solution will be required. The garage is shared, and the City operates a number of specific spaces within the garage. On Floor AA, the subterranean level, 18 spaces are available which are all City-owned. On Floor A (Level 1), 133 spaces are available, 97 of which are City-owned. The City also owns 36 spaces on the ramp from Floor B (Level 2) to Floor C (Level 3). There is a gate at the top of the ramp to Floor C that controls access to the higher levels of the garage.
