This procurement serves the Agency's strategic plan by delivering excellent customer experiences and delivering stakeholder collaboration and unity efforts from diverse interests. Agency desires to undertake an in-depth regional transit system planning study to support improvements to the region’s transit system, including potential methods to address unmet transit needs, achieve regional transit priorities, and develop recommendations for phased improvements to make service more attractive, productive, and efficient for the region’s transit passengers (the "Study"). The Study will be an integrated, multipronged evaluation of transit services in Maricopa County for the purpose of increasing transit mobility, effectiveness, resource efficiency, and equity for residents and riders. The Study is intended to serve as a service planning tool to empower Agency and its member jurisdictions in making strategic service decisions. The Study will be based on a comprehensive operational analysis of Agency's services comparing current business performance with historical data to review business operations, focusing on consistency and costs incurred by the organization and will result in recommendations to improve transit services with a focus on productivity, mobility, and emerging transit markets, as well as future improvements aimed at addressing unmet transit needs and delineating transit priorities in the region.
