(1) Vendor needs to provide redevelopment financial consulting services to the government authority located in Jersey City, NJ.– Review, evaluate, and critique financial pro–formas submitted by developers, lenders, or other stakeholders in connection with conceptual project pitches, development applications, requests for zoning changes.– Evaluate applications for long–term tax exemptions (PILOTs) under the long term tax exemption law across a range of project types, capital structures, and financing scenarios; assess the financial need for a PILOT, determine appropriate step–ups and other PILOT features, and model the fiscal impact of proposed PILOTs.– Advise on the material terms of PILOTs and other possible financial incentives for particular projects.– Evaluate the financial feasibility of different development programs, densities, unit mixes, affordability set–asides, or public amenity requirements for a given site, neighborhood, or ward. – Advise on the financial mechanics of affordable housing production within the context of State law and programs.– Provide support during negotiations with private developers, including preparation and direct negotiation of counterproposals, sensitivity analyses, and deal structures.– Provide or evaluate market analyses relevant to development negotiations, including assessments of comparable rents, sales prices, land values, capitalization rates, and absorption rates and comparable urban markets.– Advise and assist in the preparation of local finance board applications and documents and attend applicable meetings.(2) All questions must be submitted no later than July 7, 2026.(3) The contract period will be for one year.
