Request For Qualifications & Experience Planning Technical Advisory Services

The Department of Airports is soliciting Statements of Qualifications and Experience (SOQ&E) from qualified planning consulting firms (Consultant(s)) to provide a wide variety of planning-related services for the Count y Airport System to be administered by the Department’s Planning and Environmental Section and with service emphasis on the following areas: Technical Airport/Airspace Design: Air Cargo Airport Roadways Airside and Landside Design Airspace Analysis Commercial Development FBO/GA Facilities Planning Flight procedures – including, but not limited to, feasibility, design, development, procurement, and construction of any related equipment and improvements. Full spectrum of NAVAIDs, including but not limited to, siting, feasibility, design, development, procurement, and construction of any related equipment and improvements, etc. Ground Transportation Heliport Planning and Design Parking Lot Optimization Passenger Conveyance Rent-A-Car (RAC) Facilities Terminal Area Planning Wayfinding Utility, Drainage, and Site evaluation Runway Extension Airport Plans, Land Use, and Zoning; and Airport System Plans: Airport Land Use Airport Noise Contours Airport System Planning Airport Layout Plans/eALP Airport Pedestrian and Traffic Flow Airport Zoning and Regulatory Ordinances Aviation Activity Assessments Capital Improvement Programming Feasibility and Alternatives Analysis Infrastructure Planning Master Planning Planning-level Cost Estimates Pre-Engineering to Support Airport Planning Security Plans Additional areas include: Airport GIS and Mapping Construction Delivery Methods Customer Facility Charge (CFC) Facility Site Evaluations Natural Resources NEPA (specific to experience with FAA) Noise Technical Support Public Private Partnerships Regulatory Permitting Sustainability Rating Systems (LEED and Envision) The qualified selected consultant firm (s) will be awarded a contract under this RFQ&E. Selected Consultant(s) will be expected to enter into contracts for professional services with a maximum total payment not to exceed $2,000,000. Each proposed Agreement for Consulting Planning Technical Advisory Services (Agreement) will be for an initial three-year (3) period with one two-year (2) extension option.
