Description
Environmental Consulting Services Project # RFP 26-001 Purpose The Bridgeton Board of Education is looking for an Environmental Consulting Services. Environmental consultants provide expert assessment and advisory services for their clients on matters pertaining to the management of environmental issues. The Bridgeton Board of Education is requesting proposals from qualified Environmental Consulting Services, in order to award a single service contract to provide On-Site Environmental Consulting Services. Scope of Services AHERA Surveillance Complete AHERA Surveillance every 6months for each required facility (11), and completion of appropriate 6-month surveillance forms. Prepare annual Asbestos Notification Letter for each required facility (11). Provide emergency response services. Conduct AHERA 3-year reinspection for each school facility and update facilities report as required. Right to Know Complete Right-to-Know monitoring and training. Perform physical inventory of each facility (11). Research and obtain MSDS/SDSs for all new products identified during inventory. Complete the Right to Know Survey for each facility (11). Provide electronic copies of the survey to the district. Update the districts electronic Right to Know central file information. Review chemical storage areas and apply needed labels. AHERA Training Complete AHERA Training. Water Testing Complete water testing for Lead. Inspect each facility and note any changes or updates in the number, condition, and type of drink water outlets. Update each plan to reflect changes and updates. Perform water sampling. Sample collection from all required non-cooled outlets. Sample collection from all required cooled outlets. Completion of laboratory chain of custody forms. Submit samples for analysis. Delivery of samples to a certified laboratory. Review of sample data and completion of appropriate forms and response actions. Additional Services Assist in writing environmental specifications for construction projects as required. Provide environmental testing of materials on emergency request call for project sites as needed. Provide consulting services on other environmental concerns that may arise during term. This contract excludes the Broad Street project. TERM OF CONTRACT It is anticipated that a total of Twelve (12) months of Environmental Consulting Services will be required. Contract extensions are contingent upon the availability and appropriation of funds. COORDINATION OF ACTIVITIES All activities for this contract will be coordinated through the offices of Mr. Pasquale Yacovelli Business Administrator/Board Sectary (856) 455.8030, ext. 2040 pasquale.yacovelli@bridgeton.k12.nj.us FEE SCHEDULE – PAYMENT The Board of Education requests that all respondents provide hourly billing rates for principals, architects, associates, supervisors, construction/project managers, design draftsmen, engineers, and environmental staff, who may be assigned to provide services to the Board. If any of these positions are not part of your staff, indicate how your firm will provide these services and at what associated costs. This provision shall not be read to preclude any respondent from providing an alternative fee arrangement for Environmental Consulting services. Each respondent is requested to provide a fee proposal for individual projects which may be based on either a flat fee, an hourly rate with an amount not to exceed, or a percentage for project(s) based on awarded amount by the district or any combination thereof. If the respondent determines that the services for consultants (e.g., engineers) are necessary on any project assigned by the Board, the amount billed by the environmental consultant to the Board for such services shall not exceed multiple of 1.05 times the amount billed to the environmental consultant for said reimbursable expense. Fees for reimbursable expenses shall not exceed the actual cost to the environmental consultant. G. PRESENTATION PACKAGE – Submit with the RFP Response The Bridgeton Public School District seeks from all participating respondents' information that will assist the district in selecting the respondent who will provide the highest quality services at a fair and competitive price. All respondents shall prepare a presentation package to be submitted with the RFP. The Presentation Package shall include at a minimum the following: I. Management Criteria A. Business Organization The respondent shall submit a full description of the business organization to include, but not be limited to: Name, address, phone, fax, website, e-mail address and other information about the professional firm or individual. An organizational chart noting the names of all principals and partners. Resumes and certification of all staff members providing services under this contract. Other information concerning individuals of the professional firm that would assist the school district in the evaluation process. Qualifications; Relevant Experience Respondents shall submit documentation highlighting qualifications and experience they have that will assist the school district in the evaluation and selection process. II. Technical Criteria Description of Services Submit the name of at least three (3) districts or schools in the state of New Jersey for which respondents have provided the services requested in this RFP. Include the name of a contact person, address and phone number. Do not include Bridgeton Public Schools. Districts in other states may also be included. III. Cost Criteria Fee Proposal H. EVALUATION PROCESS; METHODOLOGY OF AWARDING CONTRACT All RFP responses are to be evaluated on the basis of whose response is the most advantageous to the district, price and other factors considered, and whose response will provide the highest quality of service at fair and competitive prices. The Board of Education will use a one hundred (100) point system for evaluating all proposals. The criteria to be evaluated are identified below: Category Value Points I.
