The purpose of this Request for Statement of Qualifications (RSQ) is to solicit competitive sealed proposals from qualified consultants to develop a Five-Year Consolidated Plan and conduct the related Needs Assessment for the County of Volusia’s HUD formula grants, Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) for FY 2025/26 – 2029/30. This RSQ also solicits competitive sealed proposals for development of the County of Volusia’s FY 2025/26 Annual Action Plan.
