Request for Expression of Interest (Consultancy Firms) Project Name: West Bank and Gaza Integrated Solid Waste Management Project – Phase 1 - (ISWMP – 1) Assignment: Detailed Study on Optimizing Solid Waste Collection in the West Bank MDLF has received financing in the amount of US$ 25 million equivalent from the TFGWB, and PID-MDTF toward the cost of the West Bank and Gaza Integrated Solid Waste Management – Phase I Project (ISWMP-1) and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. MDLF intends to apply part of the proceeds under the Project toward payment under the Contract “ the above-mentioned assignment” (hereinafter called “the Services”). The overall objective of this assignment is to improve the efficiency, effectiveness, and sustainability of solid waste collection and transfer operations across West Bank. This will be achieved through a detailed assessment of existing solid waste collection services identifying gaps and areas for improvement across institutional, technical, operational, environmental and social, and financial management aspects and establish benchmarking with international guidelines and practices and propose/implement viable service optimization options and capacity development works, within a framework of key performance indicators. The detailed Terms of References (TORs) for the assignments can be viewed at the website: www.MDLF.org.ps/TOR . MDLF now invites eligible firms to express their interest in providing the services. Interested firms must provide information indicating that they are qualified and have the relevant experience to perform the services. The shortlisting criteria are: General Firm’s Profile: Core Business: the firm shall possess a strong background in solid waste management planning, system optimization, and institutional strengthening and carrying out detailed studies on planning and optimizing solid waste collection and management systems integrating circular economy and green practices of similar projects in nature, scale, and complexity, with working knowledge in the MENA region is a plus. Years in Business: the firm must have a minimum of 10 years of experience in the field of the assignment. Qualifications in the Field of the Assignment: Proven track record in successfully completing at least two (2) similar assignments within the last ten (10) years , involving solid waste management system assessment and design across the entire waste management cycle, including components related to GIS-based planning, environmental and social management. Expertise in the preparation of Environmental and Social Management Systems, that includes monitoring, auditing, occupational health and safety (OHS), and institutional support. Expertise in the preparation of Standard Operating Procedures (SOPs) and the preparation of detailed investment plans on strategic and on wasteshed and service area levels. Expertise in the design and implementation of capacity development and training programs in SWM systems and system standardization across planning, execution, and development of technical, financial, environmental, social, and OHS aspects in accordance with recognized international standards and the World Bank’s ESS. Technical and Managerial Organization: the firm uses recognized, pre-approved methodologies with track record in implementing multiple complex tasks simultaneously and managing technical teams efficiently and effectively. General Qualifications and Key Staff: Availability of Qualified Staff: Staff include team leader, solid waste specialist, financial specialist, legal expert, capacity development specialist, environmental expert, social expert, health & safety, and GIS and data analysis specialist. MDLF draws the attention of the interested firms to the conflict of interest articles included in the World Bank’s Procurement Regulations for IPF Borrowers, Sixth edition dated March 2025 first published in July 2016; and the “Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD loans and IDA Credits and Grants” dated January 2011. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Request for Proposals (RFPs) will be sent to the shortlisted firms. Firms will be selected under Selection based on Quality-Cost Based Selection (QCBS) in accordance with the provisions of the World Bank’s Procurement Regulations for IPF Borrowers, Sixth edition dated March 2025 first published in July 2016; and the “Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD loans and IDA Credits and Grants” dated January 2011.
