(1) Vendor needs to provide parking management system.– Replace its current parking violations management, enforcement, and permit back–office system to include the replacement of the existing mobile enforcement application and printers and the acquisition of supporting and recommended field peripherals.– Outlines the software, hardware, and services the agency expects the Contractor to provide during the execution of the contract.– Project management approach to the implementation and support of the parking management system solution.– Parking citation issuance, processing, adjudication and permitting functions, and the associated on–street parking activities, including electronic documentation of meter maintenance, into a unified, comprehensive, and cost–effective user–oriented system.– Meter operations use the System to track work orders for out–of–service meters, signage installations, asset management, and meter inventory, including, but not limited to, serial numbers, hours of operation, mobility restrictions, space counts, and the longitude and latitude of meter locations.– Customer service:– Coordinate payments for parking violations related to large fleet accounts.– Compliance:– Compliance section uses mobile enforcement applications and Bluetooth printers to issue parking citations, identify scofflaws, and detect tow–eligible vehicles.– Meter operations:– Responsible for the installation, maintenance, and revenue collection of approximately 1,000pay–by–plate multi–space pay stations.– Hosting specifications:– The system is currently cloud hosted.– The System includes backup and recovery for production and test environments.– Data collected in the system is wholly owned by the city.(2) All the questions must be submitted no later than August 20, 2026.(3) The contract period will be for five years. (4) Pre–bid meeting will be held on August 6, 2026.
