(1) Vendor needs to provide strategic advisory development consulting services. – Provide strategic advisory, governance design, organizational development, policy analysis, and implementation support services to assist the county.– Services include developing governance and operational frameworks, staffing and implementation plans, ethics oversight recommendations, policies and procedures, budget and resource analyses, stakeholder engagement strategies, and comparative best–practices research, as well as providing ongoing technical assistance, reporting, and support to the county throughout the implementation process.– Develop ethics commission governance framework options for ethics office, including organizational and operational structure recommendations.– Develop an implementation roadmap, which will include strategies and timelines, and phased operational plans necessary.– Create staffing models, organizational charts, position classifications, operational responsibilities, and function–specific resource requirements for executive leadership, investigative, legal, compliance, policy, outreach, and administrative support functions including but not limited to staffing allocations, technology needs.– Assist in the implementation of proposed roadmap and phased operational plan.– Stakeholder engagement and communications framework.– Develop recommendations for campaign finance oversight and related compliance mechanisms.– Final strategic implementation report and recommendations.(2) All the questions must be submitted no later than June 19, 2026.
