(1) Vendor needs to provide artificial intelligence strategic roadmap and governance framework consultant services.– To develop a comprehensive, enterprise–wide artificial intelligence strategic roadmap– Conduct a comprehensive assessment of the county’s technological infrastructure, data governance posture, cybersecurity maturity, procurement processes, and workforce capabilities– The assessment shall include stakeholder interviews, departmental workshops, system inventory review, and analysis of existing automation or analytics initiatives– AI Governance Framework– Develop a formal AI governance framework defining oversight roles, decision–making authority, project intake and approval processes, and accountability mechanisms.– AI Policy and Responsible Use Framework– AI Use Case Identification and ROI Analysis– Conduct a workforce skills assessment and develop a structured AI training and change management plan– A vendor–neutral market analysis shall be conducted to evaluate available AI platforms and service providers.– AI Maturity Assessment Report– AI Governance Charter– Enterprise AI Policy(2) All questions must be submitted no later than June 3, 2026.(3) The contract period will be for one year.
