Sacramento County Cultural Broker Program – Evaluability Assessment Partner

Sacramento County’s Department of Child, Family and Adult Services (herein referred to as “DCFAS”) is seeking proposals from a qualified, forward-thinking, equity-centered organization/institution (Contractor), to serve as the evaluability assessment partner for the Sacramento County Cultural Broker Program. DCFAS believes that providing Cultural Broker services to Black/African American families involved in the child welfare system will directly impact key outcomes across the spectrum of child welfare, including preventing entry and re-entry into foster care, identifying and supporting relative placements for youth in foster care, aid in timely permanency from foster care, and placement stability. DCFAS is interested in assessing if we can learn more about how this program model impacts the identified population, with a particular interest in understanding any potential impacts to reducing the likelihood that families will experience better outcomes within the child welfare system. For t he purposes of this RFP, the assessment will be referred to as the Sacramento County Cultural Broker Program Evaluability Assessment. Up to $350,000 is available for a period beginning upon contract execution for a minimum period of 18 months . The objectives of this evaluability assessment are to assess the Sacramento County Cultural Broker Program’s clarity and logic of the Program’s objectives and design, evaluate existing data collection systems and indicators, identify any gaps in data or methodology that could impede a full-scale evaluation, and offer actionable recommendations for improving the Program’s readiness for evaluation. The selected contractor will be responsible for conducting a comprehensive evaluability assessment of the Cultural Broker Program; identifying key components, outcomes, and objectives of the Program; assessing the current data collection methods and their adequacy for evaluation; and providing recommendations on enhancing the Program’s evaluability.
