Description
The County of Sacramento Department of Child, Family and Adult Services - Child Protective Services (DCFAS-CPS) is seeking an interested, qualified and experienced evaluation partner, with evidenced focus on Diversity, Equity and Inclusion (DEI), to support the early development discussions and research and evaluation component of the Family First Sacramento Guaranteed Income for Families (FFSGIFF) Pilot. Activities associated with a successful partnership include, but are not limited to, the applicant's ability to support the following: Assist in the creation of or provide feedback to help inform “marketing and awareness” and/or ongoing program material to spread community awareness and connect with participants to provide updates and/or elicit participant voice regarding the FFSGIFF Pilot, utilizing a culturally competent, anti-racist, anti-stigma, and strengths-based lens. Design and execute mixed-methods research that is customized to the FFSGIFF Pilot utilizing an equity and inclusion lens to support the program participants’ engagement and storytelling. Collaborate with the DCFAS-CPS to develop research questions. Collect, track, and report data specific to the FFSGIFF Pilot such as, but not limited to: Baseline data for participants; FFSGIFF impact for participants during the pilot period; Well-being and other data indicators as agreed upon; Recommendations and considerations for the future. Collaborate with the implementation and fund distribution partner identified by DCFAS-CPS and with other existing partners as requested by DCFAS-CPS to collect data to inform ongoing and final evaluation of the FFSGIFF Pilot. Provide a suggested timeline of activities that would support the engagement of participants to best complete an evaluation of the FFSGIFF pilot. Ideally, the pilot will launch early 2024 and end between March and June of 2025 (this is subject to confirmation from the California Department of Social Services (CDSS) that the State Block Grant funding can be utilized through June 2025, which is currently pending). Obtain any necessary Institutional Review Board (IRB) approval for the research study. Submit interim and/or final reports as agreed upon with DCFAS-CPS. Ideally, periodic updates on research milestones will be available at mutually agreed upon timeframes. DCFAS-CPS owns the rights to all reports created for the FFSGIFF pilot and has sole authority to authorize the public release of any reports. Be available to meet with DCFAS-CPS implementation team to discuss research and evaluation status and make any necessary adjustments.
