NOTICE OF INTENT TO SOLICIT: Guaranteed Energy, Water, and Wastewater Performance Savings Contracting Services - Smartflow Ecosystem

This Notice of Intent to Solicit (NOIS) is issued on behalf of the City of North Miami Beach Water & Wastewater Department to notify interested, qualified firms or consortia of the City’s intent to release a competitive solicitation for Guaranteed Energy, Water, and Wastewater Performance Savings Contracting Services. The anticipated solicitation will seek proposals for a comprehensive, end-to-end solution for the implementation of the SmartFlow Ecosystem—a fully automated, artificial intelligence (AI)-enabled utility management system supporting water, wastewater, and municipal facilities operations, performance optimization, and measurable savings. This initiative will be delivered as a performance-based contract in accordance with Florida Statutes Chapter 489.145 and §287.055 (Consultants’ Competitive Negotiation Act, CCNA).
