Western Branch Area Plan

The City of Chesapeake is seeking a qualified consultant team to prepare the Western Branch Area Plan, a community-driven, proactive, and actionable framework to guide quality of life improvements, land use, development design, and economic prosperity within the Western Branch Planning Area. This Plan should provide clear strategies to advance Chesapeake’s Comprehensive Plan while responding to local needs and priorities. The successful consultant will lead a robust public engagement process, analyze current and future conditions, and develop implementable recommendations that balance Western Branch’s established suburban character with emerging urban opportunities. Deliverables will include a user-friendly, graphic-rich Area Plan; specific implementation steps; and a 3D visualization of one target redevelopment site. This project offers a significant opportunity to shape the future of Western Branch by fostering vibrant neighborhoods, enhancing connectivity and accessibility, and guiding reinvestment in a way that reflects community values and City priorities.
