Description

Overview: The County of San Mateo Office of Racial and Social Justice is issuing this informal RFP to seek a vendor to partner in the development of a dashboard for community, government and other leaders and residents to access equity data across key community priorities and indicators. Building out an equity data dashboard with story mapping, disaggregated data by place, race, income and education where possible, in a centralized County web location can support more data-driven decision-making and increased resource allocation towards communities that need it most. Goal: Develop an easy to access and user-friendly data visualization dashboard that showcases key indicators for equity and shared prosperity for San Mateo county. Activities: Build a dashboard that is easily accessible to visualize key data indicators for equity and shared prosperity. The County intends to use a tailored version of this Urban Institute Upward Mobility Framework with few additional priority categories: Mobility Metrics Framework | Boosting Upward Mobility (Urban Institute). And the County would like to display the indicators following this model Healthy Housing Data - Get Healthy San Mateo County (gethealthysmc.org) when possible. Visualize data in multiple ways, disaggregating by geography and key demographics of race, income, education, and other identities and communities where possible as the example provided above Healthy Housing Data - Get Healthy San Mateo County (gethealthysmc.org) Design the dashboard to facilitate easy updates and integration of new data over time, ideally with automatic updates using scripting where possible. The most frequently used sources of data for our indicators are the U.S. Census Bureau and the American Community Survey. Write key findings for each indicator and provide comparative data points to contextualize the information. Partner with County staff and community advisors to design and identify key indicators and visualization of those indicators (2 meetings per month, one with staff and one with community advisors) Prepare presentations and conduct three to four presentations to staff, community, and Board of Supervisors. Dashboard capabilities (these are not all inclusive but few essential ones): Dashboard will be developed in either of these platforms already utilized by the County: Esri Dashboards, Experience Builder or Microsoft PowerBI Dashboards Ensure the dashboard promotes digital equity by complying with WCAG 2.0 requirements and ADA standards, making it fully accessible to people of all abilities. Ability to view and export data to csv, pdf, and other files format that would allow users to do further analysis in a separate GIS program. Project Timeline: August 2024 to January 2025
