Description
The County of San Mateo Sustainability Department (Sustainability) administers Shift, the employee commute alternatives program. The program was established in July 1993 with the County Board of Supervisors’ intent “to encourage employees to commute to work in a manner other than driving alone,” and to comply with the Bay Area Air Quality Management District's Regulation 14, Rule 1: Bay Area Commuter Benefits Program. Shift is the County’s primary program aimed at reducing County employee commute emissions and single occupancy vehicle travel. Between 2024 and 2027 the County expects to complete several changes to its facilities infrastructure profile, including among other projects: the opening of a 208,000 square foot office building in Redwood City; the construction of a new 87,000 square-foot Administration and Link building, and the renovation of approximately 35,000 square feet of existing hospital at the San Mateo Medical Center; and the construction of a 77,000 square foot South San Francisco Wellness Center. The opening of these facilities will change where and how employees commute [KO1] . To achieve the goals stated above, adapt to the new commute landscape brought on by Covid-19, and take advantage of the natural changes in employee behavior brought upon by shifting work locations due to new and upgraded facility openings, Sustainability is releasing this solicitation to obtain consultant services to re-evaluate County programs. A separate solicitation may be released upon completion of the efforts described here to seek services related to the implementation of potential program changes. Please note that while applying for this solicitation will not exclude any contractor from a possible second implementation solicitation, that the contractor selected for this program evaluation and design solicitation would be ineligible for selection for the implementation of newly designed programs.
