  "summary": "<p>The City of Banning (&ldquo;City&rdquo;) is seeking a qualified entity or individual (&ldquo;Company&rdquo;) to provide the services listed in the Scope of Work.</p><p>The City of Banning plans to develop a Zero-Emission Vehicle Fleet and Infrastructure Transition Action Plan (Plan) to address electrification of its municipal fleet, including Banning Connect, the city-run transit bus system, which had an estimated ridership of 65,898 residents in the 2022/2023 fiscal year. Banning (population 30,683) is located in Riverside County, approximately 84 miles east of Los Angeles, and spans 23.2 square miles. The City seeks to have a Zero-Emission Vehicle Fleet and Infrastructure Transition Action Plan (ZEV Transition Plan) developed assessing both fleet electrification and zero-emission vehicle (ZEV) charging infrastructure to identify needed projects such as constructing ZEV charging locations, choosing vehicles to be transitioned, purchasing appropriate, cost-effective ZEVs, and creating a comprehensive strategy for action. The City&rsquo;s ZEV Plan will serve as a guide for implementing changes in support of California&rsquo;s goal of achieving 100% zero-emission medium and heavy-duty vehicles by 2045, which will reduce greenhouse gases (GHG) created by the City&rsquo;s fleet, thereby improving air quality, providing greater transport equity for residents, and ensuring that the City&rsquo;s services can continue to serve the community with efficiency and integrity.</p><p>Key project stakeholders include Banning Electric Utility, Banning Unified School District, Southern California Public Power Authority (SCPPA), Western Riverside Council of Governments (WRCOG), Southern California Association of Governments (SCAG), and Caltrans.</p><p><strong>Goal: </strong>The ZEV Transition Action Plan will develop a comprehensive plan outlining the following: 1) the City&rsquo;s current needs in vehicle replacement and infrastructure for the City&rsquo;s municipal fleet; 2) recommended strategies to replace vehicles with cost-effective ZEVs in structured phases, alongside necessary charging, storage; and 3) related infrastructural construction. The final Plan will enable Banning to take swift and knowledgeable action in fleet electrification and building momentum towards California&rsquo;s GHG emission reduction goals.</p><p>The City anticipates selecting one firm to perform the services.</p><p>Proposals are requested from Companies that have a demonstrated ability to perform the tasks identified in this Request for Proposal (&ldquo;RFP&rdquo;).</p>",
