(1) Vendor needs to provide construction planning manual development service to the government authority located in Augusta, ME. – Develop a public–school construction planning manual that provide a comprehensive approach for major capital school construction planning and construction. – Review existing Review and Approval Process Flow Chart and related School Construction process documentation– Meet in person with the agency members to identify revisions and improvements.– Administer in–person workshops to obtain recommendations from professionals including architects, cost estimators, engineering disciplines.– Review state agency project requirements and approvals and incorporate into the manual.– Develop a Manual that provides the following anticipated content:• A 5–phase process (requires minimal research, definition, and development)– Initiating a construction project– Concept design– Construction documents– Bidding and contracts– Construction• 4 critical State approvals (requires minimal research, definition, and development)– Site approval – Concept approval– Design and funding approval– Final funding approval• 16 process steps – it is anticipated that most of the work and time required to complete this manual will be in defining the steps.• Written description and relevant reference material for all steps• New process graphic (2) All the questions must be submitted no later than June 18, 2026. (3) The contract period will be for two years.
