(1) Vendor needs to provide urban design frsamework and design standards service to the government authority located in Tualatin, OR. – Provide develop an urban design framework and design standards for downtown city.– Engagement plan and project charter, including plans for conducting outreach in spanish, multiple touchpoints with members of the development community, and a developer forum to tout the completion of the project.– Existing conditions analysis, including a parking study and real estate market analysis.– Three concept–level urban design framework alternatives with different higher–level concepts for the overall organization of downtown.– One schematic–level preferred urban design framework with more refined planning principles and details for various projects.– Code concepts for design and development standards.– Draft and final design and development standards, including adoption–ready code language, analysis and findings, comprehensive plan updates.(2) All the questions must be submitted no later than July 16, 2026.
