Description
Washington County’s Department of Land Use & Transportation, in partnership with the cities of Beaverton and Tigard, is seeking the services of qualified consultants to provide professional services. The services are necessary to support facilitated conversations with partner city and special service district staff and elected officials and to develop technical background information related to fiscal analysis and service provision. The purpose of this project is to develop a framework for advancing urban service alignment within Urban Growth Boundary (UGB) areas of Washington County. The work will start with the cities of Beaverton and Tigard but could be expanded to include other cities. The specific geographic areas are identified in Urban Planning Area Agreements (UPAAs), Urban Service Agreements (USAs), or both that are executed between the county, the cities, and special service districts. This framework should be equitable, politically feasible and fiscally responsible.
