The purpose of this ITB is to solicit bids from qualified contractors to provide all labor, equipment, parts, supplies, tools, transportation and materials necessary 'Brief Project Description The City of Winchester reserves the right to add, modify or delete from this list at any time during the original term and any subsequent renewals without penalty or default.
