SB90 Claim Preparation

The County of Inyo Department of Auditor-Controller ("County") is hereby soliciting proposals from qualified firms (Respondents) who can provide the County with the following service: SB 90 preparation and consulting services. Submissions to this RFP are due on October 31, 2025 at 5:00pm. Submission instructions, a detailed scope of work, terms and conditions, and the applicable contract can be found below. The County is seeking a qualified consultant to: Identify all possible SB 90 claiming opportunities Prepare and file all eligible SB 90 claims with the state of California Controller's Office (SCO) Prepare and file all eligible BB 90 claims that have claiming instructions issued during the current fiscal year. Provide assistance with the SCO desk reviews and field audits, Assist the County with knowledge transfer and training related to the SB 90 process at the State level and also related to other local agencies in California
