(1) Vendor needs to provide capital needs assessment consultant to the government authority located in Edgartown, MA.• Preparing comprehensive Capital Needs Assessments (CNAs) for municipal, historic, coastal, and mixed–use buildings, including facilities subject to public use and regulatory oversight. • Conducting thorough on–site inspections of all buildings and associated site improvements to evaluate the condition, performance, and remaining useful life of building systems and components, with consideration given to coastal exposure and accelerated deterioration due to salt air and environmental conditions. • The assessment is limited to the building and its major building systems. Specialized operational machinery, process equipment, vehicles, and department–specific equipment (e.g., wastewater treatment equipment, pumps, SCADA systems, treatment process machinery, and similar operational assets) are excluded unless specifically identified by the Town.(2) All the questions must be submitted no later than August 5, 2026.
