Consultant Services to Identify Additional Alternatives to Incarceration and Conduct a Leon County Detention Facility Needs Assessment Including Capacity Planning

Leon County Government “County” is accepting proposals from qualified criminal justice consulting firms possessing knowledge, skills, and experience to identify strategies and recommendations for mitigating the growth of the inmate population at the Leon County Detention Facility (LCDF). The current facility opened in 1993 with the capacity to house 1,219 inmates and, for more than two decades, has maintained a population of more than 1,000 inmates at any time. This study will identify best practices for the County’s consideration in the areas of judicial case processing, alternative methods to reduce and/or shorten periods of incarceration, services to enhance crime reduction, diversion from the criminal justice system, and/or treatment in the community. The study will also include an evaluation of the LCDF’s current structural capacity and operational design, classification processes, and composition of the current inmate population. Finally, the study will include a 30-year forecast of the inmate population, at five-year increments, for inmate housing classifications such as general population (low, medium, and high risk) and specialty populations (mental health, juveniles, females, etc.), and based upon that forecast, project the future space needs of the Leon County Detention Facility and identify a range of alternatives to meet those future space needs. All recommendations presented in the study will be in full compliance with the Florida Model Jail Standards (FMJS) and the American Correctional Association (ASA). The Mandatory Pre-Proposal meeting is scheduled for October 31, 2022 and November 1, 2022 at 11:00AM at Leon County Purchasing Division and via Zoom. Vendors must attend one of the meetings. Non-attendance will deem contractor ineligible for proposal submission.
