(1) Vendor needs to provide comprehensives plan update service to the government authority located in Kilmarnock, VA. – Provide professional services to lead the review and update of the town’s comprehensive plan, along with the associated community engagement effort.– Review and update will study existing conditions and growth trends and anticipate the future needs of the Town’s citizens, businesses, and visitors.– Professional planning consultant to develop a comprehensive plan update that will respect the regions predominantly rural identity, while addressing the town’s future issues, needs, and opportunities of a jurisdiction that is experiencing varying growth rates and developmental pressures.– Provide an up–to–date analysis of the town’s demographics, including discussion of trends in population and housing growth, current development, and potential residential build–out.(2) All the questions must be submitted no later than July 31, 2026.
