(1) Vendor needs to provide employee health payment account program services that assists eligible employees in paying qualified out–of–pocket healthcare expenses through affordable installment payment options to the government authority located in Columbia, MO.– provide a turnkey solution including program administration, participant enrollment, payment processing, payroll integration, customer support, reporting, implementation, and ongoing account management.1. Healthcare Payment Account Administration – Provide a healthcare financing solution that:a. Allows eligible employees to pay qualified out–of–pocket healthcare expenses over time through fixed installment payments.b. Offers no fees on transactions and an interest–free repayment option for participants.c. Allows establishment of purchasing limits or spending allowances.d. Allows the District to establish eligibility criteria based on medical plan selected.e. Does not require traditional credit checks that would unnecessarily limit employee participation.f. Complies with all applicable federal and state lending and consumer protection regulations.h. Provide documented participant eligibility and credit approval processes, including the methodology used to determine participant spending limits or credit availability.i. Provide configurable repayment terms, including procedures for employees on approved leave, separation from employment, and hardship situations2. Participant Access –The solution shall provide participants with:a. Physical and/or virtual payment credentials.b. Secure online account access.c. Mobile application functionality.d. Real–time account balances.3. Employer Administration – Provide an employer administration portal capable of:a. Managing eligible participant populations.b. Viewing utilization statistics.c. Managing employee eligibility4. Payroll Integration –The contractor shall provide payroll integration services including:a. Secure eligibility file transfers.b. Payroll deduction files.c.
