This is a REQUEST FOR INFORMATION (RFI) ANNOUNCEMENT ONLY. In accordance with Revolutionary Federal Acquisition Regulation Overhaul 15.101(c), the Government does not intend to award a contract based on this RFI or otherwise pay for information requested. The information will be treated as information only and not as a proposal. This is not a solicitation announcement nor a request for quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this RFI must be in writing.The purpose of this RFI announcement is to conduct market research to make appropriate acquisition decisions and to gain knowledge of potential qualified offerors interested and capable of providing the “Cardiac Output Monitoring System“ described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area of expertise and experience to fulfill the requirement.The Defense Health Agency Contracting Activity, 808 Schreider Street, Fort Detrick, MD 21702, is seeking to understand the capabilities of potential qualified Contractors who can provide the supplies and/or services for the following:Minimum Essential Characteristics: Cardiac Monitoring PlatformThe United States Army Institute of Surgical Research (USAISR) seeks a device that can monitor cardiac output (CO) and derive hemodynamic parameters in a hospital setting. The USAISR requires a CO monitoring device that utilizes a Swan–Ganz catheter to monitor hemodynamic parameters. The device`s proprietary coded output must be compatible with USAISR`s unique internal data logging systems. This is required to maintain historic and current protocol data continuity and workflow. Inability to meet these requirements will inhibit comparisons of current and future studies to USAISR historical data resulting in loss of data, and efforts.The CO Monitoring Platform shall have the following specifications:Ability to measure the following: mixed venous oxygen saturation (SvO2), CO, stroke volume, systemic vascular resistance, right ventricular ejection fraction, right ventricular end diastolic volume, pulmonary artery pressure, and pulmonary artery occlusion pressure.Utilization of the Edwards Lifesciences 7.5 FR Swan–Ganz CCOmbo V set or a Swan–Ganz of equal functionality and performance that provides continuous monitoring of SvO2 and measures continuous calculation of cardiac output by using thermodilution principles.Equipment dimensions equal to or smaller than 342 x 388 x 208 mm (height x width x depth)Equipment shall weigh less than 22 lbsEquipment ingress protection of at least IPX1Display size of at least 15 inches.At least two (2) COM1 serial port connectors, RS–232Operational environmental specifications:Temperature range: 0 to 37Relative humidity: 10–90% non–condensingAltitude: 0 to 3,000 metersTransportation environmental specifications:Temperature range: –18 to 45Relative humidity: 20 to 90% non–condensing
