(1) Vendor needs to provide external legal counsel service to the government authority located in Denver, CO. • Agency seeking an independent attorney or law firm to serve as outside legal counsel, providing legal services in matters where a conflict of interest or the appearance of a conflict of interest exists with the office of the general counsel of the district, including the following:• Superintendent Oversight: Providing legal counsel and negotiation strategies regarding the Superintendent’s employment contract and annual performance evaluation.• Independent Advocacy: Representing the Board’s interests in legal matters between the Superintendent and the Board.• Conflict Representation: Serving as primary counsel in any matter where the District General Counsel cannot represent the Board due to ethical or organizational conflicts.• Secondary Legal Review: Offering complementary legal analysis and confirmatory opinions oncomplex and high–impact matters previously reviewed by the District’s Office of General Counsel to ensure oversight obligations are met and that the Board receives a comprehensive understanding of its legal standing and risks.(2) All the questions must be submitted no later than June 25, 2026.
