REQUEST FOR EXPRESSIONS OF INTEREST (INDIVIDUAL CONSULTING SERVICES) Country : Republic of Uzbekistan Implementing Agency: National Agency for Social Protection (NASP) under the President of the Republic of Uzbekistan. Project title: Innovative Social Protection System for Inclusion of Vulnerable People Project (INSON) Financing Agreement No. 75550-UZ / Grant Agreement No. TF C4589-UZ Assignment: Expert on improving the system for identifying homeless persons and organizing social services (resources) for them Package No. (as per Procurement Plan): UZ-INSON-CS-IC-2.1.10.4. The Republic of Uzbekistan has received financing from the World Bank toward the implementation of the Innovative Social Protection System for Inclusion of Vulnerable People Project (INSON) and intends to apply part of the proceeds for consulting services. The consulting services (the "Services") include providing expert support to the National Agency for Social Protection under the President of the Republic of Uzbekistan in improving the system for identifying homeless persons, organizing access to social services and resources for them, and developing the relevant institutional, legal, and operational mechanisms. The Consultant will provide expert support in the following areas: analysis of the existing legislation, procedures, and practices in the field of identifying homeless persons and providing assistance to them; development of proposals for improving the system for identifying, assessing the needs of, referring, placing, and supporting homeless persons; defining the roles and functions of INSON Social Services Centers and other involved organizations; preparation of proposals on the organization of social services and mechanisms for inter-agency cooperation; development of functional and operational recommendations on data collection, monitoring, and the use of information systems; preparation of training and methodological materials; conducting training activities for staff of INSON Centers and other stakeholders; and preparation of the final package of documents under the assignment. The estimated level of effort is up to 110 working days over 6 months. The expected start date of the assignment is July, 2026. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach a CV describing experience in similar positions, under similar conditions, etc.). Employees of firms may express interest in carrying out the assignment through their employer firm, in which case only the experience and qualifications of the individual candidates will be considered in the selection process. Selection criteria for the Consultant: Education and academic qualifications: higher education in social policy, social work, law, public administration, sociology, economics, or another related field. A master's degree or equivalent international qualification is an advantage. Specialized training in social protection, social services, or work with vulnerable groups is also an advantage. Professional experience: at least 5 years of practical experience in social protection, social services, social policy, work with vulnerable groups, or another related field. Analytical or methodological experience: experience in preparing analytical, conceptual, regulatory, methodological, training, or other documents/materials related to social protection, social services, social policy, vulnerable groups, or another related area. Experience of interaction and practical work with stakeholders: experience in participating in working meetings, consultations, discussions, trainings, seminars, knowledge-exchange events, or other work with government bodies, local authorities, international organizations, NGOs, service providers, or other stakeholders. Training and capacity-building experience: experience in conducting trainings, seminars, consultations, workshops, or other knowledge-transfer/capacity-building activities in the field of social services or social protection is an advantage. Knowledge of international approaches and standards: knowledge of international approaches and standards in social protection and social services, including the approaches and practices of the World Bank, OECD, ILO, UNICEF, the Council of Europe, and other organizations, is welcomed. Regional experience: experience in cooperation with government bodies in Central Asian countries is an advantage. Language skills: Excellent command of English and Russian. Knowledge of Uzbek is an advantage. The attention of interested Consultants (including firms) is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers, dated September 2023 (the "Regulations"), setting forth the World Bank's policy on conflict of interest.
