EXTRA-71337 - USA (Long Beach, California) - Groundwater Resilience Program Feasibility Study Service - Deadline July 22,2026

(1) Vendor needs to provide groundwater resilience program feasibility study service to the government authority located in Long Beach, CA. – The selected Consultant will support agency’s efforts to enhance long–term local water supply reliability and reduce dependence on imported water as part of its strategic water resources planning.– The Project includes planning and feasibility evaluation for the Groundwater Resilience Program (GRP) including construction of a new Groundwater Treatment Plant West, production wells, and associated pipeline infrastructure.• Gather and review available source water quality data; perform desktop study to determine appropriate treatment process and operational requirements; and conduct treated water integration study.• Identify all required permits and acquisition, including permitting/regulatory agency, permitting/regulatory requirements and timeframe to obtain the respective permit and acquisition.• Evaluate the GRP and provide alternatives analysis for the GRP that evaluates potential use of existing infrastructure (raw water collection system, Groundwater Treatment Plant, existing wells, finished water storage reservoir and pump stations) and integration of proposed new infrastructure. Develop phasing options for proposed improvement.• Prepare cost estimates for proposed improvements and perform financing feasibility and cost benefit analysis. • Evaluate project delivery approach and life–cycle analysis, and establish a framework and implementation plan, including defining short– and long–term program goals, risks, scheduling milestone, and identification of project management needs during design and construction.(2) An optional pre–proposal meeting will be held on June 25, 2026.
