Housing Study

This request for proposals (RFP) is being issued for the purpose of selecting a qualified firm(s) to complete a comprehensive housing study for the Cities of Surprise, AZ and Peoria, AZ. The results of this housing study will provide decision makers, stakeholders, and community members an understanding of key housing issues. The study is intended to offer community leaders and stakeholders a basis for formulating housing priorities, policies, and intervention strategies. This study will include, at a minimum, a comprehensive housing needs analysis and market demand study as well as recommendations for a comprehensive strategy to address the housing gaps and housing needs within the community. The study should provide an assessment of unmet housing demand now and in the next five, ten, and fifteen years. This study will also be used as part of the planning process for the U. S. Department of Housing and Urban Development’s required Five-Year Consolidated Plan process for each community, however, this is not the intent of the housing study. Citizen participation and input will be key components in the data collection and report process. The successful responder shall demonstrate that they have the experience needed to complete the data collection and technical aspects of this study, as well as the ability to conduct an inclusive public process that will both educate the community on the needs and gaps identified by the study, and gather public input to assist in the development of the comprehensive housing strategy.
