Request for Qualifications for Design-Build for Crew Quarters Building

In accordance with the provisions of Public Contract Code Section 20101, this RFQ invites DBEs that have experience with the design and construction of crew quarters, to submit an SOQ for the Project. The DBEs will submit SOQs that describe its overall qualifications, experience and capacity for completing the Project. This is Step 1 of a two-step procurement process for selecting the Successful Proposer. Step 1 is a prequalification process and is open to all interested parties. Respondents’ SOQs will encompass DBE composition (firms and staff), organization and relevant experience on similar types and sizes of projects; resource availability and delivery capability; financial capacity; references with respect to responsiveness, quality of work, timeliness and overall performance; and proof of insurance and bonding ability. No pricing is requested as part of this RFQ. An evaluation committee will review SOQs submitted and select three Most Qualified Respondents. In Step 2, the City will invite those Most Qualified Respondents to submit Proposals in response to the RFP; only the Most Qualified Respondents will be eligible to submit Proposals. The City will provide significantly more detail regarding the project requirements and expectations, allowing the three DBEs to submit a response to the RFP. The selection of the successful DBE for this project will be solely based on the determination of best value by City, as determined by the evaluation committee, based on a proposal scoring system that will be published in Step 2 of the RFP. The Request for Qualifications (RFQ) will be issued in mid-January 2025, and the Design-Builder’s response will need to be submitted on February 11, 2025. The successful shortlisted respondents will be issued a Request for Proposal (RFP) on or about February 24, 2025, and responses will be due in early May 2025. With an award expected by August 2025. The design duration should be 235 days and construction duration should be 280 days, approximately 14 months.
