Zero-Emission Bus Transition Plan Study

The Orange County Transportation Authority (OCTA) is initiating a comprehensive Zero-Emission Bus (ZEB) Transition Plan Study (ZEB Transition Plan/Project). The purpose of this study is to evaluate the feasibility and requirements for transitioning to a 100 percent zero-emission fleet and associated infrastructure. This effort includes updating OCTA's Zero-Emission Bus Rollout Plan, originally completed in 2020, in alignment with new technologies and regulatory expectations. To complete this work, OCTA is seeking proposals from Consultant teams with demonstrated expertise in: Transit operations and service planning Zero-emission vehicle technologies (hydrogen fuel-cell and battery-electric) Transit facilities and depot-based fueling/charging infrastructure Transition planning from traditional fuels (CNG/unleaded) to zero-emission solutions (hydrogen fuel-cell and battery-electric) Additionally, Consultants must demonstrate: Familiarity with Orange County's geography and long-term transportation trends Understanding of the California Air Resources Board’s (CARB) Innovative Clean Transit (ICT) regulation Capacity to deliver the full study and updated ZEB Rollout Plan within an 18-month period
