(1) Vendor needs to provide employee benefits broker, consultant, and strategic advisor service. – Provide data–driven guidance on plan design, funding, marketing, compliance, and ongoing administration.– Multi–year benefits strategy and budget plan.– Clear employee communication, decision support, and advocacy.– Strategy and Plan Design:• Multi–year benefits strategy and cost projection with measurable annual goals.• Analyze utilization, experience, and benchmarking data; recommend plan–design improvements, provide experience with anaslysis and capabilities with cost.• Advise on funding strategy with actuarial and underwriting support.• Model financial and employee–impact of recommended changes before implementation.• Present to leadership or governing boards as requested.– Marketing and Negotiation:• Evaluate proposals and present clear, comparable analysis.• Negotiate rates, terms, performance guarantees, and contract language on the organization's behalf.– Service, Claims and Employee Advocacy:• Serve as primary escalation point for claims, billing, and vendor disputes.• Provide year–round employee support for coverage and access questions.• Conduct quarterly stewardship meetings; review experience and recommend proactive actions• Strategy for employee engagement during open enrollment. (2) All the questions must be submitted no later than August 7, 2026.
