MEMORANDUM TO: Company Addressed DATE: Project Release Date FROM: Santa Rosa County Procurement Office SUBJECT: Project ID Project Title Notice is hereby given that the Santa Rosa County Board of County Commissioners requests Qualification Proposals from professional engineering firms interested in providing Program/Project Management, general engineering and technical assistance, administrative and planning services to carry-out the Santa Rosa County Septic to Sewer Program, grant-funded through Deepwater Horizon Oil Spill funds. The selected firm will assign a principal Project Manager and will use local staff wherever possible to oversee the program in support of and reporting to the Santa Rosa County Grants and RESTORE Program Manager. General activities include coordination of planning meetings with program partners, providing technical assistance to and addressing needs of water utility partners, collecting required supporting documents as deliverables are met, and ensuring compliance with grant-funding requirements. The County intends to award services to one (1) firm deemed to be the most highly qualified to perform the required services. In determining whether a firm is qualified, the County shall consider such factors as the ability of professional personnel; past performance; willingness to meet time and budget requirements; recent, current, and relevant projected workloads of the firm; and overall approach to project understanding. Firms should demonstrate their knowledge of managing grant-funded projects and management experience with similar projects within their qualifications. All submissions shall be considered in accordance with the Florida Competitive Consultant Negotiations Act. (F.S. 287.055) A pre-bid meeting will be held at 9:00 a.m. on August 21, 2025 at the Santa Rosa County Environmental Department, Conference Room, 6051 Old Bagdad Highway, Suite 301, Milton, Florida 32583. Specifications may be secured through the Santa Rosa County Procurement Portal at https://procurement.opengov.com/portal/santarosafl Questions concerning this request should be submitted through the procurement portal by Question Submission Time on Question Submission Date . Please submit all proposals through the procurement portal at https://procurement.opengov.com/portal/santarosafl by Proposal Submission Time on Proposal Submission Date , at which time will be publicly opened via Teams.
