REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL SELECTION) West and Central Africa Regional Program for Distributed Access through Renewable Energy Solutions (Regional DARES) Project ID: P507938 Credit No.:8080-LR Assignment Title: Consultancy Services for RCU Senior Electrical Engineer Reference No .: LR-RCU-DARES-557730-CS-INDV The Governments of Liberia, Sierra Leone, Benin, and Central Africa Republic have received financing from the World Bank toward the cost of the Regional Program for Distributed Access through Renewable Energy Solutions (Regional DARES) and intend to apply part of the proceeds for consulting services. The consulting services ("the Services") are intended to ensure that all Regional DARES activities—across technologies, delivery modalities, and market segments—are designed, procured, and implemented in a technically sound, safe, climateresilient, and operationally robust manner, fully aligned with Program standards and approved documentation. The duration of the assignment is approximately five years, with an expected start in October 2026. The detailed Terms of Reference (TOR) for the assignment can be found at the following link: https://lecliberia.com/wp-content/uploads/R-DARES-TOR-POE-Senior-DRE-Engineer-FINAL.docx The RESPITE Regional Coordination Unit (RCU) now invites eligible and selected Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should submit their Expressions of Interest (EOI), including their CV with information demonstrating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.), educational and professional qualification certificates. The shortlisting criteria are: Advanced university degree (Master’s level or equivalent) in electrical engineering, power systems, renewable energy engineering, energy systems engineering, or a closely related field. At least 12-14 years of progressively responsible professional experience in the design, appraisal, implementation, supervision, commissioning, or quality assurance of decentralized power systems (minigrids, hybrid systems, offgrid solar/SHS, and/or comparable DRE solutions); Demonstrated experience providing senior technical or qualityassurance oversight across multiple workstreams, including review of technical designs, specifications, commissioning/testing, and corrective actions; Experience preparing or reviewing technical specifications and procurement documents for DRE systems and/or servicebased delivery contracts; Demonstrated familiarity with technical standards for safety, quality, and performance, and the ability to translate standards into practical verification requirements; Experience assessing demandside and productiveuse loads and understanding their implications for system sizing, reliability, and performance; Experience and/or interest in digital solutions will be considered positively Experience working in SubSaharan Africa, including fragile or lowercapacity environments, is highly desirable; Familiarity with World Bank or other MDBfinanced operations and resultsbased approaches is a strong advantage.
